Each number tells you how many squares in a row to fill in that line, in order. A clue of 2 2 means: fill 2 squares, leave at least one blank, then fill 2 more.

The Perfect Match pairs a padlock with its key — the looped shackle and rounded body of the lock in the lower left, and the key with its round bow and notched blade angling in from the upper right. A lock and the one key that opens it.
